And hold fast, all together,
by the rope which Allah (stretches out for you), and be not divided among
yourselves; and remember with gratitude Allah's favour on you, how
ye were enemies and He made friendship between your hearts so that ye became as
brothers by His grace

You are the best of peoples [as an example], evolved for humankind,
enjoining what is right, forbidding what is wrong, and believing in Allah. If
only the People of the Book had faith, it were best for them: among them are
some who have faith, but most of them are perverted transgressors

History
In accordance with the Articles 17(1) of the
Constitution of Islamic Republic of Pakistan, Recognized by the Government of Pakistan,
Cabinet Secretariat, Establishment Division , vide letter No.17/7/73-F-I
Islamabad dated 09-4-21974.
Since
the Establishment of APCA, as adopted by special resolutions passed time to
time & later on 7-8th March 1991, Final recommendations prepared
and sent to Central Secretary General, Muhammad Ishaq Saqi (Shaheed-e-APCA) by
the Provincial Presidents of APCA for approval in Supreme General Meeting held
on 16-18th August 1991 at Mari. After its decision that Central
Executive Body & Supreme General Council decided & action taken by
approving of APCA Constitution / Manifesto (Amended) 1991 on 18th
September 1991 at Lahore, effective from 18th September 1991.
Now
a days, APCA Constitution 2011 is under
consideration to finalize the necessary amendments in various articles of
Manifesto 1991, in this connection Central Executive Body led by Mr. Nazar
Hussain Korai has constituted a committee under Chairmanship of Syed
Mehmood-ul-Hassan Arzo & its members of All Provincial Presidents of
APCA.
Syed
Mehmood-ul-Hassan Arzo Chairman, APCA Pakistan has openly announced in presence
of APCA Leaders and Members in APCA Seminar held on 17th December 2011 at Sukkur (Sindh)
that APCA Constitution / Bye-Laws 2011 has been prepared & Completed in all
respects in 60 Articles. Therefore the copies of the same in shape of Printed Book
will be given to APCA members very soon when obtain signature of Central
President on it. Shortly refer articles as:-
Chapter-1
INTRODUCTION
According to Bye-Laws under Article-1 , the name of association (1) “All Pakistan Clerks Association” ( in Sindhi " آپڪا " , in English "
APCA" & in Urdu "ایپکا " ).
(a) Working Area:- Association “APCA” is functioning their activities under
Constitution of Pakistan under article
1, (2) ,(a), (b), (c) & (d) , the province of the Baluchistan, the Khyber Pakhtunkhwa , the
Sindh, the Punjab, the Gilgat Biltistan , the Azad Jamu Kashmeer, the Islamabad
Capital Territory referred to the as Federal Capital, such states & territories
as or may be included in Pakistan , in accordance with the Constitution of the
Islamic Republic of Pakistan .
(b) APCA
members will work their right under Constitution of Islamic Republic of Pakistan
in the Articles 15, 16 & 17 (i) & Members of the association believe
their struggle to enable play vital roll in their major problems.
(c) Association
Head Quarter / Sub Office:-
In order
Association’s affairs, the Place of Posting of Central President
of the Association will be determined as headquarters.

place of posting of General Secretary of the concerned is Sub-Headquarter/
Sub-Office of the Province.
iii.
The
concerned Office of District/Divisional President’s is may be treated as office
of APCA respectively.

objectives of APCA & their members using all legal means.

MEMBERSHIP

ELIGIBILITY
·
All Clerical
Staff BPS-5/7 to BS-16/17 including
Official staff, Steno Typists/ Stenographers, Office Superintendents including AAOs/AOs /Assistant Directors of
Federal , Provincial, Semi Government , Development Authorities like ICT, TMA,
CDA, HDA, SDA , LDA, MDA , Universalities, Board of Examination etc .

All Government/Semi
Government employees working in lower Staff from BPS-1 to BPS-4 like Naib Qasid, Chowkider, Malhi, Driver etc
filled membership Form being affiliated member of APCA.
·
All employees will
abide the rules and regulations of APCA . to fill Membership Form on prescribed
format (Urdu & English).
Articles-4
FEES &
MONTHLY DONATION
1) - By
abiding & after agreeing the Rules
of Association to join APCA , to pay the following principles of the membership fee for each member, annual or
monthly fees . In addition, Membership is dividing in to three Categories:-
i.
To
pay Rs. 15000/= (Rupees Fifteen thousand only) at once for Life Time Member of
APCA.
ii.
To
Pay Rs.10000/= (Rupees Ten thousand only) at once for Job Time Member of APCA
iii.
To
Pay Rs.600/= (Rupees Six hundred ) at once for employees of BPS-6 to
BS-16/17 for Individual Member or Rs.300/= (Rupees three hundred) at once for
employees BPS-1 to BPS-5) as Annual Fee, or Rs.50/= Monthly fee for Individual
Member .
a)
The
annual fee will increase by 10% from July 2013 & onward.
