REVISION OF BASIC PAY SCALES AND ALLOWANCES OF CIVIL SERVANTS OF THE FEDERAL GOVERNMENT 2026
with effect from 1 July, 2026 for the civil employees of Federal Government, paid out of civil
estimates and defense estimates as detailed in the following paragraphs:
Part-I (Pay)
2. Revision of Basic Pay Scales:
The Basic Pay Scales (BPS)-2026 have been introduced by merging Ad-hoc
Relief Allowance-2022 and Ad-hoc Relief Allowance-2025. The Basic Pay Scales-2026 shall
replace the Basic Pay Scales-2022 with effect from 01-07-2026 as given at the end of this Office
Memorandum.
3. Fixation of Pay of the existing employees:
i) The basic pay of an employee in service on 30-06-2026 shall be
fixed in the Basic Pay Scales-2026 on point to point basis i.e. at the stage
corresponding to that occupied by him/her above the minimum of Basic Pay Scales
2022;
ii) In case of Personal Pay being drawn by an employee as part of
his/her basic pay beyond the maximum of his/her pay scale on 30-06-2026, he/she
shall continue to draw such pay in the Basic Pay Scales-2026 at the revised rates.
4. Annual increment:
Annual increment shall continue to be admissible, subject to the existing conditions, on 1
December each year.

Employees Matter:
Justice, Equality, and Dignity for Government Employees-
Government employees are the backbone of Pakistan. They educate our children, provide healthcare, maintain law and order, and ensure the efficient functioning of public institutions. However, rising inflation, increasing utility costs, and the growing cost of living have significantly reduced their purchasing power and financial stability.
The demands raised by APCA Pakistan (Shaheed Saqi) are not requests for privilege but a call for justice, equality, and fair treatment. Employees seek:
Approval of Disparity Reduction Allowance (DRA) or Differential Allowance.
Grant of the latest 52%–55% Adhoc Relief Allowance.
Reduction of pay disparities.
Restoration and protection of pension rights.
Equal opportunities in recruitment and promotion.
Improvements in service structures and career progression.
These demands are based on the constitutional principles of equality and social justice enshrined in Articles 25 and 38 of the Constitution of Pakistan. Every public servant, regardless of department, cadre, province, or region, deserves equal respect, equal opportunities, and fair compensation.
More than 2 million government employees and millions of their family members across Pakistan are directly affected by these issues. Ensuring fair salaries, equal benefits, and financial security will strengthen public institutions, improve service delivery, and contribute to national progress.
Investing in government employees is investing in Pakistan's future. A strong and prosperous nation can only be built when those who serve the public are respected, protected, and adequately rewarded for their dedication and hard work.

Provincial governments are bound to provide relief Despairity Reduction Allowance (#DRA)under Article 25 of the Constitution of Pakistan. This is a right, not charity.
We request the Sindh Cabinet’s approval for the following 11 legitimate demands of _Employees Alliance Sindh_: *1. Group Insurance + Benevolent Fund – Lump Sum:* End “death-only” clause. Pay both on retirement, Balochistan model. *2. 30% DRA from July 2025:* On federal/other provinces’ pattern. Federal also announced 15% more in this budget. *3. 50% Salary Increase + Rs. 50,000 Minimum Wage:* For FY 2026-27, in addition to DRA, due to uncontrollable inflation. *4. Stop Privatization:* Halt privatization of education, health & public institutions. Improve management instead. *5. Revised Pay Scales 2026 + Tax-Free Salary:* Merge ad-hoc relief. Declare civil servants’ salary tax-free. Correct HRA disparity. *6. Restore Old Pension Formula:* Repeal post-July 2024 pension laws. End “Pension Contribution” deduction. Cancel FD notifications dated 1 Nov 2024, 31 Jul 2025, 6 & 18 Aug 2025. *7. Time Scale for Class IV BPS 1-4:* Implement Secretariat pattern & summary approved 15 Feb 2019. *8. Time Scale for BPS 1-17:* From 2023, on federal pattern. Equal time scale for college lecturers/APs as school teachers. *9. House Hiring Parity:* Grant all employees Secretariat/High Court house hiring chart. Link HRA, Medical, Conveyance to petrol price. *10. 200% Increase in Allowances + Tax Exemption:* Medical, Conveyance, Utility allowances. Exempt all civil employees from Income & Professional Tax. *11. Primary Teachers’ Service Structure + LG Salary Online:* Clear promotion/upgradation structure. Pay all LG employees via bank/online. _“Dignified salary, salary on time.”_ We trust you will secure the rights of employees who are the backbone of Sindh’s progress.

*_"Pakistan Peoples Party’s demand every year for a 50% salary increase in the budget has become a joke. In Sindh, no relief was given contrary to the promise, and Balochistan employees were deprived of relief on federal lines. Political narratives are one thing, but practical struggle is a commitment.
