7 Core Demands for Uniformity in Pay & Allowances of All Government Employees


We, the representatives of APCA Shaheed Saqi Group and NMIP Employees Islamabad, submit the following 7-point charter of demands for inclusion in Budget 2026-27:  
1. PAY PARITY – EQUAL PAY FOR EQUAL WORK Implement identical basic pay + allowances for all employees of the same BPS grade across all departments. The current discrimination where BPS-16 in Secretariat earns Rs. 122,000 while BPS-16 in other departments earns Rs. 70,000 for the same work must end immediately. Secretariat, Judiciary, Federal and Provincial - one pay scale for all.  
2. MERGER OF ADHOC RELIEF ALLOWANCES Merge 100% of all adhoc relief allowances granted from 2016 to 2024 into the basic pay scale, effective July 2026. The policy of "temporary adhoc allowances" has weakened the pension. Real salary must be basic pay, not allowances. 
 3. HOUSE RENT, REFORM – ABOLISH 2008 RATES Abolish the outdated HRA @ 45% and 30% the on 2008 pay scales.   "House Hiring Ceiling November 2025" to all federal and provincial employees from BPS-1 to BPS-22, nationwide. Example: BPS-16 HRA must increase from Rs. 4,091 to Rs. 57,507. End Urban vs Rural + Federal vs Provincial discrimination.
4. 200% INCREASE IN ALLOWANCES Increase House Rent Allowance, Medical Allowance, and Conveyance Allowance by a minimum 200% as per the 2026 inflation rate. After 8-10 times increase in the cost of living, current allowances are insufficient for basic survival.  
5. AUTO a a Establish a legal mechanism for automatic revision of all allowances every 2 years based on the Consumer Price Index CPI. This will eliminate the need for annual protests and ensure salaries grow with the economy.  
6. PENSION INCREASE FOR RETIREES Increase pensions by 100% and link future pension increases to the inflation index. Employees who served 30+ years for Pakistan must not suffer poverty in retirement.
7. CONSTITUTIONAL COMPLIANCE – ARTICLE 25, Article 25 of the Constitution of Pakistan: "All citizens are equal before the law.  End the "One Nation, Two Laws" policy in public service. Equality before the law must apply to pay structures.                                                                                8. GROUP INSURANCE AND BENEVOLENT FUND DEDUCTION FOR SALARIES                                              Deductions from employees' salaries for group insurance and Benevolent funds save the federal and provincial exchequers 3 to 6 billion rupees annually. Still, it is highly unfair to provide relief to employees and retired employees after their death, to the tune of being paid in a lump sum at the time of retirement.
