Apca demands and struggle

         TIME SCALE: The Establishment Division has directed to refer to the Finance Division (Regulation Wings)'s vide O.M. No. 19(257)Leg-II/2012-144-R.I/2013, dated 29th March, 2013 in which viewed in order to decrease the number of court cases and bring uniformity & asked to Finance Division may constitute a committee comprising expert members to formulate a uniform Time Scale promotion policy applicable on civil servants working under the Federal Government, but still pending since 2013 . There are  so many Official staff are working on various Posts and Nomenclature under Federal , Sindh , Punjab , KPK, Balochistan & AJK Government Department’s where one Junior Clerk, cashier, Computer Operator,  Draftsman, Senior Clerks , Assistants  etc are deprived off from their next promotion although they completed 25 years services in the same posts .

Thus there is dire need of Time Scale benefit like Teachers & Laboratory Assistants as allowed by the Finance Department, Govt of Sindh clarified vide No. FD(SR-I) 1(52)/2010 dated 15^th May 2015 as well as allowed Service Structure like Paramedical Staff. Whereas matter of Time Scales benefits for the Employees of Irrigation Department and Board of Revenue are in pipeline.  

Although Teachers from BPS-7/9 (PSTs) are being awarded next promotion as HST, HM, DDO/DO/Addl Directors etc up to BS-19 & BS-20 respectively. But Clerical Staff deprived off their legitimate right of promotion(s) as well as Time Scale Benefits. Whereas Teachers & Doctors were allowed 4-Tier Benefit. It is requested to accept APCA demand of Time Scale Benefit as Annex “A” is resubmitted for early notification

         UP-GRADATION:- It is dire need of Up-gradation in favour of Technical, Non-Technical, Official & Clerical Posts as well as employees working under Government Departments from BPS-1 to 4 posts as Up-graded by Honourable Sindh High Court, vide order No. Admin/V.D.41 dated 14^th May 2014 effective from 14/5/2014, Govt. Balochistan, & AJK up-graded the post of Ministerial Staff & Govt  KPK  allowed such benefit with effect from May 2014, Balochistan and Punjab Government also allowed Up-Gradation and Time Scale Benefit.

Moreover the Government of Sindh , Finance Department has also up-graded the post of Private Secretary from BS-17 to 18 & BS-19, vide No.FD(SR-IV)/2-65/2012 dated 21/3/2013 with effect from 23-12-2011

It is therefore requested to up-grade all Official posts an Analogy of Khyber Pukhtoonkhaw & Honourable  Sindh High Court with  change the Nomenclature of the Posts  Junior Office Associate, Office Associate and Senior Associate  instead of Junior Clerk, Senior Clerks and Assistant respectively with effect from 1-7-2014 .

According to APCA Bye-laws ,  as APCA members demanding for its notification under  Annexure “B” since long  .

      GRANT OF UTILITY ALLOWANCE:- It is requested Finance Department Government of Sindh has already granted Utility Allowance in first to High Court Employees with effect from February 2007, vide No. FD(SR-III)/5/52-2002 © dated 21/2/2007 , then said benefit was also allowed to Secretariat employees at rate 10% on Basic Pay wef 1/12/2007  vide No.FD(SR-III)5/1/2008 dated 4^th January 2007 & such benefit has extended to the employees of Chief Minister’s Inspection, Inquiry & Implementation Team, but deprived Off Civil Employees of Provinces, it is injustice with them.
