| We, Office Bearers and Leadership of APCA Shaheed Saqi, the civil servants of Pakistan, strongly demand the following immediate and justified measures in the Federal Budget 2026-27: 1. Medical Allowance. The Medical Allowance should be increased to a minimum of Rs. 15,000 per month. Reason: Since 2008, the prices of life-saving medicines have increased by 55-1600%. Doctors’ consultation fees are charged separately. Government hospitals are providing substandard facilities and, in many cases, using patients for experimental purposes. The existing medical allowance has become meaningless in the face of skyrocketing healthcare costs. 2. Conveyance Allowance / Petrol Allowance: Conveyance Allowance should be substantially increased and linked to the rise in petrol prices. An estimated 435% increase has occurred in petrol prices since 2008. Demand: No civil servant should receive less than Rs. 20,000 per month as Conveyance Allowance. Anything below this amount is a grave injustice. 3. House Rent Allowance (HRA). House Rent Allowance should be given on the actual house rent basis (House Hiring Pattern), especially in major cities where rental rates have become unbearably high. 4. Pay Scale Revision: Salaries should be revised through a comprehensive Pay Scale Revision, not through the flawed “Disparity Reduction Allowance” formula. A proper, transparent, and needs-based revision of basic pay scales is essential to restore the dignity and purchasing power of government employees. 5. Tax Exemption / Relief Civil servants should be granted exemption from income tax deduction on their salaries, or at least substantial tax relief, considering the massive inflation and rising cost of living. Justification These demands are not luxuries but a bare necessity for survival. Civil servants are the backbone of the state machinery, yet they are among the worst affected by inflation, currency devaluation, and unchecked price hikes. The current allowances and pay structure have become obsolete and insulting in the prevailing economic conditions. APCA Shaheed Saqi leadership urges the Federal Government, Finance Ministry, and National Assembly to accept these legitimate demands in the upcoming Budget 2026-27 and implement them with immediate effect.APCA Pakistan (Shaheed Saqi) stands committed to the rights of civil employees and will continue peaceful advocacy until these genuine demands are met. |
